KEY RESPONSIBILITIES:

 

  • Develop and maintain Asset Management and Inventory Management strategies, policies, and Standard Operating Procedures (SOPs) across all operational regions.
  • Participate in the planning and monitoring of new infrastructure projects and upgrades of existing assets, ensuring effective alignment with organizational goals.
  • Facilitate continuous improvement of business processes to enhance asset lifecycle management effectiveness. Develop and implement medium- to long-term maintenance, refurbishment, and replacement plans, aligned to remaining useful lives, residual values, and impairment considerations on the Fixed Asset Register (FAR) in line with GRAP. Manage and coordinate input from technical experts, engineers, and project teams where required.
  • Prioritize and cost asset-related programmes in alignment with available funding and operational risk. Develop and manage asset budgets in accordance with asset management strategies, organizational financial policies, and available resources.
  • Develop a comprehensive asset disposal strategy, ensuring consistency with the FAR and GRAP requirements.
  • Align the depreciation model and financial accounting treatment of assets with GRAP standards, ensuring accuracy of the FAR.
  • Unbundle assets in line with best practice methodologies
  • Ensuring the accuracy and completeness of Servitude register
  • Identify and address inefficiencies in asset-related business processes and consolidate asset investment programmes with related financial costing.
  • Perform monthly and year-end closing activities to ensure the accuracy of the FAR and Work-in-Progress (WIP) registers.
  • Maintain and continuously update the asset management financial system, ensuring accurate, real-time data.
  • Develop and implement models for physical verification and condition assessment of assets, including periodic impairment reviews and alignment with remaining useful lives.
  • Ensure proper initial asset take-on, barcoding, and classification in the FAR.
  • Maintain and reconcile the Work-in-Progress and fixed asset registers on a monthly basis.
  • Oversee inventory management and reporting, ensuring GRAP-compliant recognition and valuation.
  • Evaluate and propose appropriate funding strategies for asset procurement and infrastructure investment. Prepare business cases and support documentation for proposed capital investments. Contribute to infrastructure grant applications or alternative funding mechanisms (e.g., blended finance, PPPs).
  • Ensure adequate insurance coverage for all relevant assets.
  • Compile and submit regular reports in line with GRAP AFS disclosure requirements and internal reporting standards.
  • Build and maintain stakeholder relationships to support asset management objectives.
  • Prepare and present asset management operational and project reports at defined intervals.
  • Serve as the primary contact for internal and external auditors on asset-related matters.
  • Provide training and mentorship to regional or departmental asset custodians on asset policies, GRAP standards, and SOPs. Develop user manuals or training materials for the asset management system.
  • Coordinate asset-related engagements with: Department of Water and Sanitation (DWS), National Treasury, Municipalities (e.g., where assets are shared or transferred)
  • Lead or support the implementation of automated asset tracking systems (e.g., barcoding, RFID, GIS integration). Continuously assess and improve the asset management software solution to enhance reporting, forecasting, and data quality.
  • Coordinate the handover process for completed capital projects to ensure accurate asset registration and commissioning documentation is in place.
  • Conduct peer benchmarking against other water boards or infrastructure SOEs to continuously improve asset management practices.
  • Identify and manage asset-related risks in accordance with the organization’s risk management framework.
  • Comply with applicable health and safety regulations.
  • Perform any other duties as assigned, relevant to the scope of the role.

  

MINIMUM REQUIREMENTS:

  •  A bachelor's degree in finance/accounting/asset management.
  • 5 years’ experience in a senior role within a Financial Asset Management field.
  • Proficiency in written and verbal communication.
  • responsible for overseeing the maintenance, performance, and strategic planning of water-related infrastructure assets.
  • Overall understanding of water infrastructure asset management systems.
  • Extensive knowledge of PFMA and GRAP requirements pertaining to Asset Management.
  • Knowledge of the Legislation applicable to the water services industry, and its applicability to operational environments.
  • Valid Drivers’ License.
